description: <p><strong>Jackson County Streams Layer</strong></p><p>The Jackson County Streams layer is derived from the Oregon Department of Forestry (ODF) Hydrography Flowline dataset (updated May 9, 2025). This dataset is developed using the best available digital elevation models, including 2-meter LiDAR and the 10-meter National Elevation Dataset. For more information about the ODF dataset, please visit ODF’s ArcGIS Hub – Hydrography Flow Line.</p><p></p><p>The statewide dataset has been clipped to the Jackson County boundary and edited—both in geometry and attributes—to meet the County’s needs, specifically for Development Services.</p><p></p><p><strong>Jackson County Planning Class (JCclass)</strong></p><p>An additional field, JCclass, is included in the Streams layer. This field represents Jackson County’s Stream Classifications, as defined in Chapter 13 of the 2004 <a target="_blank" rel="noopener noreferrer" href="https://www.jacksoncountyor.gov/departments/development_services/planning/land_development_ordinance.php#outer-1724">Land Development Ordinance</a> and Chapter 16 of the 1989 Jackson County Comprehensive Plan. These classifications align with Statewide Planning Goal 5 and <a target="_blank" rel="noopener noreferrer" href="https://oregon.public.law/rules/oar_660-023-0090">OAR 660-023-0090</a>.</p><p></p><p>Note: JCclass is not related to typical hydrologic class, type, or order; it is exclusively a land-use planning designation.</p><p></p><p><strong>Class 1 Streams</strong></p><p>Class 1 attributes in the JCclass field are applied to new stream flowlines to match the geometry of previously approved Class 1 flowlines. Archived Streams and Irrigation Canals data can be found here: <a target="_blank" rel="noopener noreferrer" href="https://jcgis.maps.arcgis.com/home/item.html?id=628a9a42402d4b9f853929ebbf8fbe92#overview">CountyStreams - Overview</a></p><p></p><p><strong>Class 2 Streams</strong></p><p>Class 2 attributes are applied to new stream flowlines using a series of select-by-location processes. These involve Class 2 flowlines from the original Streams &amp; Irrigation Canals dataset and USGS 3DHP flowlines, followed by a careful, systematic review of the selection results. During this review, geometry and attribute edits were made to better reflect the location and Class 2 designation.</p><p></p><p><strong>Ongoing Review and Updates</strong></p><p>Perfect geometry and attributes are unlikely given the complexity of real-world conditions. However, significant and continuous efforts are made to review and improve flowlines and attributes using the best available GIS data and tools. Reviews and edits began with non-public residential zoned lands outside city jurisdictions (erroneous or poor flowline geometry may remain within city limits, as this is outside the County’s scope).</p><p></p><p>Updates will be posted to this service biannually.
